This truck driver must be a mentally challenged Idiot. Not only does he illegally park at a disabled lot, he is also unable to grasp the concept of proper parallel parking.

Definitely mentally challenged. Wonder how he got his driver's license in the 1st place ;p Maybe he lost his intelligence after passing his driving test ;p
